Based on your description, I need the following to narrow down the issue:
1. Does the issue happen only when sending the message with the attachment?
Please try sending the message without the attachment to see if the issue persists.
2. Try sending the message with the attachment in another PC.
3. Do any other users have the same issue in your company?
4. Does the issue happen in the Outlook client?
5. Does the issue occur in another network environment?
6. A screenshot about the symptom.

Monique, I hope this is the proper way to respond. I have done some more thorough testing in different environments and found a work around that will at least let me send email. The problem was occurring with sending new email, with or without attachments, and when I tried to reply to a received email. It happened with Safari and Chrome. My second test site was my home. Same problem email cannot be sent. Please try again later. I downloaded Firefox browser and that seems to have resolved the issues. The next day in my office i downloaded Firefox and now my office computer is working fine through the Firefox browser.

Since it works in the Firefox browser, the issue may be related to the integration of OWA and the browser.
I suggest you use Firefox at the moment.
For the browsers which are not working, please make sure they are up to date.
Regarding the question Jarleeuw mentioned, the file attachment size limit of OWA is 25M. So please make sure you don't exceed the maximum size limit.
